Choosing a District Attorney is one of the most important decisions voters make when it comes to public safety. That’s why the Deputy Sheriff’s Association of Bexar County PAC approached this endorsement thoughtfully and carefully.

This year’s Democratic Primary featured several strong and qualified candidates. After extensive discussion, the PAC concluded that Luz Elena Chapa is the candidate best prepared to lead the District Attorney’s Office through a period of real reform — grounded in experience, accountability, and partnership with law enforcement.

Chapa is a 25-year attorney, a St. Mary’s University dual alum, and a former appellate justice with 12 years on the Fourth Court of Appeals. During her judicial career, she reviewed and ruled on thousands of cases, including hundreds of criminal appeals — experience that gives her a rare, system-wide understanding of what works and what doesn’t in criminal prosecution.

Just as important, Chapa is not part of the status quo that has contributed to the current challenges facing the DA’s Office. She has been clear that meaningful change requires fresh leadership and a willingness to repair strained relationships — particularly with law enforcement officers who work cases from the ground up.

As DSABC President Ron Tooke put it:

“There were a number of good choices in this race, but Luz Elena Chapa stood out because of her ability to bring all stakeholders to the table. We believe she understands that public safety works best when prosecutors, law enforcement, and the community are working together.”

Chapa has outlined a clear first-100-days agenda focused on:

  • Fully funding and staffing the DA’s Office
  • Repairing relationships with law enforcement
  • Prioritizing violent and repeat offenders
  • Immediately addressing the backlog of unprosecuted family-violence cases
  • Advocating for victims while exercising careful, case-by-case prosecutorial discretion

She has also been clear about her philosophy: the District Attorney’s primary responsibility is to prosecute crimes and protect the public, while using alternative outcomes only where appropriate — always with public safety as the guiding principle.
